For now, you can make sure that the right person has the email alert turned on for owner changes. Then within your email client they can make a custom email rule to prominently display such warning.

This can be done with a SQL rule. You could also just assign the ticket to an owner based on the category, but that might not be ideal for your situation.

It would be nice to have more flexibility in the approvals process but this idea seems sort of unclear to me so far.
