I find it amazing that 3.5 years later this hasn't been addressed. Licenses are licenses and should reflect as such in License Compliance

8 years later this is still very much needed. It is a security risk to give a user access to all reports. It should allow you to add Reports to User Downloads or something similar. That way the "user" doesn't have to have Admin portal access at all. They can come download things they way they're already used to getting File Syncs, MIs, and Scripts.
